Movies based off their TV series usually require some sort of background information. If one follows a series rather faithfully, then one gains the experience of "growing" with the characters, so to speak. Otherwise, the result is: "ehhh?" There's not much attachment there. FMA makes sense if you watch it and anime is just as much about story as emotion. To me it sounds like the person who reviewed this didnt really watch the series but only the movie.
